BESS Insurance UK — Risks, Cover & Underwriting Guide for Battery Energy Storage Systems

12 June 20269 min read

Why BESS insurance is its own category

Battery Energy Storage Systems (BESS) are not standard commercial property. A 50 MW lithium-ion site concentrates tens of millions of pounds of capex into one fenced compound, sits behind a grid-connection that can slip by 12–18 months, and carries a tail risk — thermal runaway — that most off-the-shelf property wordings simply do not contemplate.

Treating a BESS asset as "just another power plant" on a generic combined-property policy is the single most common mistake operators make. This guide explains where the cover gaps sit, how specialist underwriters in the London market price the risk, and what a fit-for-purpose BESS insurance programme actually looks like.

The three risks underwriters care about

1. Thermal runaway and cascading cell failure

Lithium-ion cell failure is low-frequency, high-severity. Once a cell enters thermal runaway, internal temperatures can exceed 800 °C, vent flammable electrolyte vapour, and propagate to neighbouring modules within minutes. The 2021 Moss Landing event in California and the 2020 Liverpool BESS fire both demonstrated that fire-service intervention is largely limited to containment — the asset itself is usually written off.

Underwriters now expect:

  • NFPA 855 or UL 9540A compliant container design and spacing.
  • Documented deflagration venting and gas-detection systems.
  • A third-party Hazard Mitigation Analysis (HMA) before binding.
  • An Emergency Response Plan (ERP) agreed with the local fire service.

Sites that cannot evidence these will either be declined or loaded heavily on rate.

2. Grid-connection delay and revenue loss

Most BESS projects rely on a fixed DNO connection date to start earning from Dynamic Containment, Capacity Market and wholesale arbitrage. National Grid ESO and DNO delays — often driven by transformer lead times or constraint studies — routinely push energisation back by 6–18 months.

Standard property policies pay nothing for this. Delay in Start-Up (DSU) and Advance Loss of Profits (ALOP) extensions, attached to the Construction All Risks (CAR) section, are the only mechanism that responds. Sums insured should be set on the projected gross revenue for the indemnity period, not on construction cost.

3. Revenue interruption post-energisation

Once operational, a tripped inverter or transformer outage stops revenue immediately. Business Interruption (BI) cover for a BESS needs an indemnity period of 18–24 months (not the 12 months offered as default on commercial wordings), a clear definition of insured income — including ancillary services revenue, not just wholesale — and a Machinery Breakdown trigger, because most BESS losses begin as electrical failure, not fire or impact.

How specialist BESS wording differs from standard property cover

Cover areaStandard commercial propertySpecialist BESS wording
Fire following thermal runawayOften silent or excludedAffirmative cover with HMA conditions
Cell degradation / capacity lossExcluded as wear & tearOptional Serial Loss / Defects extension
Grid outage revenue lossNot coveredDSU + BI with ancillary-services income
Cyber-physical attack on EMSExcluded under CL380Affirmative cyber buy-back available

What a complete BESS insurance programme looks like

A typical 20–100 MW UK BESS site needs five coordinated covers:

  1. Construction All Risks (CAR) with DSU/ALOP — covers build phase and revenue from delayed energisation.
  2. Operational All Risks (OAR) — covers physical damage once commissioned, including machinery breakdown.
  3. Business Interruption — 18–24 month indemnity, ancillary-services income included.
  4. Public & Products Liability — £10m minimum, £25m+ for sites near critical infrastructure.
  5. Environmental Impairment Liability (EIL) — covers electrolyte release, firewater run-off and gradual pollution.

Cyber, Directors & Officers, and Warranty & Indemnity cover sit alongside for the SPV.

Underwriting markets

UK BESS risk is placed primarily into Lloyd's syndicates and a handful of specialist company markets (Munich Re, SCOR Channel, Liberty Specialty, AXA XL). Capacity is finite — large schemes are often subscription-placed across 4–8 carriers. A broker without direct Lloyd's access will usually sub-broke, adding cost and delaying terms.

Common mistakes that cost operators money

  • Under-insuring the BESS at original capex. Reinstatement after a total loss includes hazardous-waste removal, replacement at current cell pricing, and grid re-connection — typically 130–160% of original build cost.
  • Accepting a 12-month BI indemnity. Replacement modules and transformers have lead times that exceed this routinely.
  • Leaving the EMS cyber-exposure on a silent wording. Without affirmative cyber, a ransomware-driven trip is uninsured.
  • Buying property cover before the HMA is complete. Underwriters will reprice or withdraw once the HMA surfaces design gaps.

Get specialist BESS insurance terms

GMG Renewable Insurance places BESS programmes directly into Lloyd's and the specialist company market. Every quotation is built around the site-specific HMA, ERP and grid-connection programme — not a generic property template.

To request terms, submit the project brief (capacity, chemistry, container OEM, site address, programme dates) and the latest HMA. Indicative terms are typically returned within 5 working days.
